The U.S. Department of Housing and Urban Development has unveiled the
HOPE for Homeowners Program for borrowers facing difficulty paying their mortgage. Effective Oct. 1, 2008, through Sept. 30, 2011, the program allows homeowners of single family, owner-occupied units to refinance into an affordable FHA-insured, 30-year, fixed-rate mortgage.
